Gator looked into it and said that it was a police package option for Tahoe's and a specially ordered truck could get it too

apparently the guy who bought this truck wanted something no one else had

VorTexas did it and I believe 96k1500 is going to do it too- I'm waiting for 96 to get it done so I can get another angle on the same deal. Plus it'll probably be a bear to find a 454 TB...

Not quite. Most trucks had 100MPH speedometers, but in 98 some were offered as 110MPH (although I have yet to determine what option gave you this cluster).

Z71 Tahoes, Limited Tahoes, Denali and Escalades had 120MPH clusters with teal backlighting.

Tahoes with the PPV package had 130MPH clusters, and said "certified" in the center of the speedo.
