For Sale rules changed?

Have the rules changed about posting in the For Sale section?? I've been a registered user of 400 for about two years or so, and I've listed items for sale here before. But now that I'm trying to relist a few of the '88-'98 stuff, I don't see an icon to 'Post Thread'. What's up, folks?

There has always been a minimum post count to post a for sale add here to prevent the spammers.
