A 383 is a .030 over bore. And a 3.3.750 stroke. But when gm started offering new 383s to get the Cid they hade a 4.00 bore and 3.80 stroke.

Actually, if you run through the bore and stroke math, it's not a stock bore... that's only 377cid. 383 is more like .015 over, but I was thinking that there had to be some clearancing done for the rods, and the mains machined larger.
The aftermarket "383" is a typical .030-over bore from standard. As said, GM used standard bore, and a slightly longer stroke.

Yeah, the block gets some minor clearancing.

The "mains" aren't changed on the block except maybe to correct alignment (line honing/line boring). Used to be that the crank--from a real GM SBC 400--had to have the mains cut .200 undersize. Now most everyone buys a Communist Chinese "cast steel" (LIE--it's cast iron) crank with the mains already sized to fit the 350 block.

Don't drink the koolaid on the 96 LT4 cam. I used it on our 5.7 Denali with a mpfi spider, vmax intake spacer, aftermarket intake, 1.6 full roller rockers, upgraded lifters, an aluminum body distributor, JBA shortie headers, 2.5 Y pipe to a single 3" Magnaflow catless system, ported throttle body, ported and polished intake and heads and i switched to a Ford Winstar electric fan. It was running synthetic fluids from nose to tail It was all controlled by a blackbear 91 octane tune.

I was running 3.73 gears with 265/75/16 bfg all terrain tires. I went from 16 mpg to occasionally hitting 17mpg. I played with retarding and advancing the cam. Truthfully it wasn't much better than stock and I was extremely disappointed.

I ABSOLUTELY DO NOT RECOMMEND THE LT1 OR LT4 CAM!

Edit, I later changed the cam and was much happier.

Oh... you're right. I got .015 because I was adding the oversize to the radius, not the diameter, and .015 is half .030.

Oh, so it's the cranks that were machined... I was thinking it was the block, so that 400 bearing were used.

You change fifteen things, but only blame the cam???

Biggest issue with your setup is the Blackbear tune IMO.

I have had 3 different vehicles with the LT1/LT4 cam and ALL of them ran very strong.

The LT1/LT4 cam runs MUCH better than the factory cam or the Marine cam.

For a decent bang for the buck 350; I'd recommend a standard crate 350, the 395 cam with some 1.6 rockers, MPFI fuel spider, and a decent tune from BlackBear.

I see you're in NC; whereabouts are you located? I'm near Salisbury, about 45 minutes from Charlotte.
