Do what Erik did. Carb or aftermarket kit like a sniper, jegs or fitech. I would not waste my time trying to wire in factory vortec efi. I’ve never done an aftermarket efi but I do have a little drag truck with a carb’d vortec long block, it’s a blast to drive
I think it is a good idea, I have a 5.7 vortec on my suburban 1997 but im a little confused about long and short block.

I have a 73 c10 LS swapped.
Don’t drive like a tooootal jack slope and no one will say anything.
I have been pulled over and they have neeever asked to look.
Granted they CAN. But shooot. I’d go for it, and I did.

Short block is just the assembled block with no heads.

Long block is the same as above but has heads installed already (along with push rods, lifters etc)

Also a long block is about 90% complete, you install your intake and front accessories and a few other small things and your good to go.
