You mentioned that the problem seemed to go away with a full tank. It could easily be that short hose connected from the pump to the hat which 90lsx mentioned. That hose can get small cracks from old age and that lousy ethanol often used in today's gas. It then starts losing pressure, especially when it is not covered with gas from a full tank.
