static radio when phone charger is plugged in

When my phone charger is plugged into my phone the radio is all static, but then i unplug the charger its normal. It sounds like a grounding issue or something?

Sometimes when I sit my phone in the cup holder on the dash, it gives out a morse code like signal................

Probably just the government tracking me lol
