I would fix the IAC wiring, clear the codes, test the CTS, and go from there.

X2. Fix IAC wiring first, then proceed. No point going any further if it's messed up IMO.

I would also spend a little time going over your ground wires. Not suggesting it's your problem, but it's usually one of the first things I do when I have any kind of electrical problem.
