I would certainly give it a go. Pull some tension into the panel with the tac-n-pull,get out the stud gun and start working it.That looks like it can pulled and repaired.

I have fixed worse. Just slow, a littlr rearward tension work the low spots, pull it rearward some and work low spots again, keep tapping down crowns.probably gonna give this a go.
