98 5.7 power steering whine and hard to turn after warmed up.

Try bleeding the air bubbles out

Hard to know if the tensioner spring is worn out without comparing it to a new one, but there is a test you can do. Need 2 people. With the engine running above idle, have a buddy turn the steering wheel. Is the tensioner bouncing up and down? If it is, most likely the spring in the tensioner has fatigued and worn out.
