What is proper power steering pump bleeding procedure? Nothing seems to work!

Right there with you. My point was more I do not see either way technically being wrong. There are benifits and detriments to both fluid types when used for power steering fluid.
Mopars re notorious for PS and box leaks, solved many going to 10 wt. fluid. Not exactly the same, but oem didn't get it right either. Plenty use almost same Saginaw pump. TRW pumps seemed to have a bigger issue with ATF.

I do it like they detail in the FSM and it's worked without issue for me for years. See attached.

I always use GM PS fluid, but that's just me.
