shorting front bumper brackets

i am going to attempt a front bumper tuck by cutting 1 and a half inch out of the center of the bracket and welding it back together.

is this to slide the whole thing back toward the grill/lights and get rid of the little spacer part?

I'd get a set from the junk yard and cut those up, in case it doesn't work. Don't want to find out too late that the trick don't work and you've no way to get your bumper back on!

oh yeah, I may be mistaken, but weren't there 4 brackets holding the bumper on? two in the middle and one on each side? or am I thinking of something else?
