part missing on front bumper bracket

what is it good for on the front bumper bracket and is it crucial?

The bolt holes through the frame are oversized. This plate is sandwiched between the frame rail and bumper mounts to keep the bumper locked in place after it is tightened down. I don’t think it’s completely necessary but it is there for a reason.

It works like a friction washer, it has a rough texture on both sides so after you adjust the bumper/mount combo it stays in place.
