1. Do you generally scuff/sand the base coat before applying clear?

2. I ran out of paint. What's the best way to start painting again with more paint?

3. Have you noticed that black paint does not dry a dark black but ends up a greyish black before clear coat?

Just a tack rag after the base dries, I've never scuffed clear before. If your paint is dry you'll have to scuff it before you put another coat on it. MAKE SURE it's clean after you scuff.
