OBD code 82 - 95 4L60e

hoping for some help, having a tough time solving this OBD 82 code.
replaced solenoid, no change. (old one tested good)
below is from GM manual, column normal voltage and DTC(s) Affected 82.
i'm getting battery voltage on E9, this says should be .4v. (Getting .4v on E8)

Testing the wiring connectors etc everything appears to be good. I just replaced the soleniod because its cheap. Used AC delco prof.

would this mean my ECU is toast? or something else?

figured i should post the fix since nobody else seems to have had it.
besides, it couldn't end with "MichaelGot reported"

long story short, after ruling out everything, since ECU/PCM's rarely fail, it turned out to be just that, the PCM.

installed a re-man'd, good to go. send the old one back as a core.

lingering question, who's bright idea was it to have OBD1 set a code(s) but not to display anyting without a reader? haha.

Dirtbag engineers have never been shy about spending other people's money by requiring "Special Tools".
