They're probably talking about installing the alignment cams. Many (most?) GMT400 vehicles did not come with alignment adjustments. The adjustment parts had to be installed before an alignment was performed. I've seen this on the two I own--but they're both 4WD. I don't know how the 2WD vehicles are set up.

Toe CAN be adjusted via tie-rods.
The problem is the camber/castor adjustments. They can be done, but the adjustments are extremely limited.
For that to be done properly, the upper control arms need to have the knock-outs punched.
There's a special tool for that.
Why GM didn't punch the knock-outs from the factory is good question.

WHY would you lower the truck 3"? You'd be destroying the function of the vehicle.
Damn useless lowered trucks with all those questionable suspension & frame mods, especially those ooh-sooo unsafe C-notches.
