looks like a luverne. IIRC they mount in place of your tow hooks and then use 2 thin brackets that hook onto the lip of the bumper

I had one like that on my 92. It used 4 thin metal brackets that just hooked over the lips on the top and bottom of the bumper

mines completely different but mine does bolt to the tow hook holes.

mines just flat like angle iron/bed rails for your house bed, they bolt to the frame, 2 slotted holes where the tow hooks went, then they had another flat piece, this time the bottom had a large flat piece with a slot to mount the bar, the other section mounted to the first angle iron piece.
