That piece was added for the recall mentioned above. I remember when they wanted to stick that ugly thing on my 99 tahoe and I refused. I forgot what the reasoning was for adding it.

They tried to put one of these on my 1999 2 door Tahoe when I had to comply with any recall as part of importing it into Canada. They told me it was to deflect the airbag down during deployment, as it would hit the passenger in the head, not the chest.
