I've never seen a 1997 year model GMT400 with it. Obviously none of us have seen every 1997 model made ;) but.. anyway

Regardless of what any questionable list says, a 1996 GMT400 does NOT have factory antitheft (Passlock) and even if the truck is a VIN swap victim we've ruled out it having Passlock because you said it doesn't have that extra 3-wire harness by the ignition tumbler, that I posted the picture of. That's the "chip" (resistor) that is read by the TDM (theft deterrent module) when you turn the key.

Which ones??? I agree listing our trucks starting in 1997, but idk if they are considering the “98’s” that were built in 97 as some. My 98 was built in 97. Can’t say I owned most of the others in that list.
GM did not atart using VATs until 1998. The Express van started getting it in the 98 model year as well. Also the Sport Van was an older G-series van and those stopped being built in 1996.
