95 454 Intake Fastener Torque Sequence Question

Why are there two sets of sequences?Someone please explain.What am I missing?

I'm guessing you do the 1's first, then the 2's, etc and which one of the pair comes first doesn't matter.

I followed it in the pattern @Komet guessed. Logically, would make more sense to just number them consecutively but single digit numbers fit on the drawing easier.

I agree with both of you,that sequence crossed my mind,strange though.
