That's your water drain-off petcock. The hose just goes down and points towards ground, pull it up and out(don't let it come undone from valve/petcock), then stick it in a jar, crank engine then open valve about 1-1/2 turns, after you've filled your jar, you can see if there's any water collected in your fuel. It also serves a purpose in checking your lift pump, with engine running open petcock all the way making sure you have something to drain fuel into(like a 1 gallon or bigger jug), if the engine changes idle speed or goes dead it means your lift pump(fuel pump) is going out.
It also looks like your belt needs changing here soon, it's stretched past the comfort zone on the tensioner.
