Just change the stickers from 1500 to 3500 and truck on...seriously, I don't see a problem with that OP is doing here. I don't think he's going to sell the truck. I don't know what the legalities or state department requirement are, I'm just saying from a physical point of view. Sometimes you got to do what you gotta do.

He's using the 3500 frame/drivetrain/brakes. None of that really knows or cares what the VIN or cab are.

From a physical standpoint, it'll be a 1-ton, and will handle a load, like a 1-ton. The Govt. and Insurance don't care about that, they care about the paperwork. He's building a truck that will, according to the Govt./Insurance, have all the signs of an unsafe and/or stolen vehicle... you DON'T want them thinking that.

The registration is tied to the VIN.... You'll have a 1500 VIN. I would not want to get caught swapping VIN tags.
I have all the paperwork for all the involved trucks, not really worried. I'm using the 3500 vin to register because I had to change the doors and dash anyway, which is where the vin numbers are. Also, there are emissions (smog) considerations.

I have the paperwork. I would rather it be registered to the vin on the dash and door and the look/usage for insurance and liability purposes. They run the tag and it says 1500, it WOULD look unsafe, they run it and see it's a 1 ton, it would make sence.

Some crazy nutjob could use it for a 6 door conversion
I’m eventually going to build a stretched cab for a wheelchair accessible truck conversion.

I’m taking some notes from this build, because I’m going to be doing a lot of similar work.
