Putting one in, I believe you do need one. I've never done it without one, but I'm sure there is a way. You'll be thankful you have one. That's for sure.

I changed my lowers without a tool and it wasnt bad

On your 92 the lower BJ should be riveted in like the uppers. Atleast both of mine have been.

It is riveted, I just didn't know if I'd need a press after knocking the rivets out. Research on FSC was inconclusive.
