Sure, you can carry more speed through the corner, have a greater exit speed, and if it's a shorter straightaway you'll have a higher terminal speed, but downforce absolutely robs speed.

It's not just the exit speed though ... more entry speed, higher minimum speed, less braking, less stops for tires, etc.

I know it's not real life, but in sim racing my default is always the highest downforce package. At my level, anyone who blows past on the straights for a few laps eventually has to pit, wrecks, or is just a sitting duck because they have no grip left. The really good drivers can get away with less, but I'm not there yet, and it takes a commitment to not eat up your tires.
