Sure, you can carry more speed through the corner, have a greater exit speed, and if it's a shorter straightaway you'll have a higher terminal speed, but downforce absolutely robs speed.

It's not just the exit speed though ... more entry speed, higher minimum speed, less braking, less stops for tires, etc.

I know it's not real life, but in sim racing my default is always the highest downforce package. At my level, anyone who blows past on the straights for a few laps eventually has to pit, wrecks, or is just a sitting duck because they have no grip left. The really good drivers can get away with less, but I'm not there yet, and it takes a commitment to not eat up your tires.

That still doesn't change the fact that more downforce creates more drag, which limits your speed.

Yes, we definitely agree on that, but peak speed is kind of meaningless in a race. The highest average speed wins the race.
