1989 Chevy Silverado c2500 5.7 4 speed automatic won’t start! Just had the distributor replaced, still nothing the mechanic said “will start if you spray carb clean in TBI. “ it has fuel pressure but no injector pulse. Anyone have any experience with this?

The previous owner had cut the injector connector wires and ran an aftermarket wire to the fuse box. Think he was trying to bypass something, my mechanic repaired the wires. But now no start

Connect a scan tool, look for RPM signal from the pickup coil/ignition module.

No rpm signal, no injector pulses. The injectors are powered with the ignition. They're GROUNDED by the ECM to cause them to spray.

There's a cut-and-taped mess of red, white, green, and blue wires all braided-up by the trans dipstick tube.

There's also a batch of red, white, green, blue wires leading to the fuel injectors at the throttle body. If they're the same wires, it's not going to work well having some of them cut and taped by the dipstick tube, and with broken insulation near the injectors.
