GMT400 Speedometer Calibration

I have the same problem with my 1997 k1500.
If the cluster says 60mph I'm doing roughly 48mph.. at 70 mph I'm doing 54mph.
I recently got a 120mph cluster from a junk yard from a 2000 tahoe limited and it's no better. So I ordered a new air core motor and installed it along with swapping my odometer into the 2000 120mph unit. Its really off along with the tach. The odometer reads correctly and the VSS output on my scanner both read accurately with GPS.
So I had the wise idea at 60mph I'd pull the needles and set them with my scanner and gps. That works but at idle the tach then reads 0 rpm and the Speedometer doesnt start reading til 20mph and is off til 55mph

Owned the truck 16 years and the tires are nearly factory size so I really am not sure what to do.
