96 Silverado brake lights intermittently not working

I have a 96 Silverado and I noticed the brake lights weren't working like they are supposed to. I would push the pedal and they would come on then be intermittent as I pushed the brakes further. I assumed it was the brake light switch as it has gone out before so I replaced it. This didn't help. Now when I push the brakes the lights only come on for a very short time, then as I push the pedal past that point they shut off. I thought it could be a faulty switch but I bought another one and it does the same thing. I have full voltage coming into the switch on the orange wire but it is inconsistent out the white wire as I push the pedal further. Any ideas for assistance? Could it be the hazard switch, doesn't the power run through there as well?
