'93 instrument cluster repair question

The volt meter in my cluster has started to do a wierd thing. The voltage will fluctuate from normal charging voltage to about 8.5-9 vdc. The alternator output is a constant 14+vdc, and the battery voltage is steady. I'm going to pull the cluster and check for constant voltage at the connecter next. If it is, then I'll have to assume the meter itself is failing. If so, can the meter be repaired/replaced or does the whole cluster have to be changed? All the other gauges appear to be functioning normally. Thanks
