I’m trying to find out if the 1991 instrument needle gauge cluster with tack that is in kilometers is the same cluster that a cluster with mile per hour is, but only with a different face plate?
My actual question would be can you take a 1991 face plate from miles per hour and install it on a 1991 cluster that is in kilometers or is there something else different in the circuitboard that makes these different.

I'm fairly certain the only real difference is going to be the odometer motor speed between the two electronics back-end. Everything else can pretty much hot-swap between the two clusters tho, including the circuit card.

Here are some pictures of the cluster apart if that helps.

Ah. Crap. I forgot 91 is the oddball year. Disregard my earlier post as that only applies to the 92-94 (and probably 95+ as well) model years.

Did you ever find out if you could just swap the faceplate or was there more of a difference?
