89 chevy k1500 fuel pump

Crank no start but starts on carb clean

I have replaced fuel pump and fuel pump relay but not getting power to pump or fuel pump fuse orange wire on relay is the only one with power any help is greatly appreciated

When you first turn key to on , does pump turn on to prime?

No it has zero signal to turn on
