Just looking at the pin out sheet it looks like there is a easy mistake to make at 2 pins.
AC Compressor Clutch Relay Control. C3 pin 1. Dark Green/White
Purge Canister Solenoid. C3 pin 2. Dark Green/White
Might want to ohm/continuity check them then between the pin and connector and find which is which.

Can't do much after work but i just had to check this out and i for sure have some weirdness going on!
Checking ohm's at both pin 1 and 2 i get nothing at the Purge solenoid on the green/white wire.
Checking the green/white wire at the fan clutch i get a reading at both pins 1 and 2 on C3.

Driving to work this morning and the thought struck me.
I wonder if my ecu can't learn anything because when I turn the key off it looses power and starts fresh everytime I start it. Possible?
Anyone know what wire provides power to the ecu with key off?

Yeah, I'll admit im a carb guy.
Hard not to say fkit when for under 2K this thing could be running driving fine with a carb.
On a good note. The new distributor has made a definite improvement. Not cured but it is definitely improved. Fuel trims are still way whacked.
I will attempt to verify and correct the wiring on the ECU this weekend. Never know i might get lucky and fix it but i highly doubt it. Friday is Crank relearn.
I'm admitting defeat on this as i can not fix it. On the 21st it will go into the most reputable shop around here i could find and fingers crossed come back fixed.

Haven’t chimed in as I don’t own a vortec or a 454 but I’m rooting for you man. There’s a ton of good information in this thread for future/current users. I’m hopeful that you’ll get it figured out then be able to enjoy it!

Just take one wire at a time... You might need more labels.
