I still say, just to rule out miss pinning, label each wire with circuit number, or you could label pin position. Once you find the ac clutch wires, you can check between ac and pcm with, continuity. If no continuity, you may have the wrong pin.

Most 0411 swap problems I have read about is confusing a and b connectors.
grabbed the multimeter and checked for power. With AC, heat off.
I get 0.012V idling, around 1.5K to 2k rpm it will get to 2.50 V (ish) and that's when the clutch starts trying to engage. Above about 2.5K rpm the meter says OL, open circuit?

The only reason I can think of that you would have that, is either wrong pin at pcm, or to wires shorted together. Probably easier to verify pin out with wire labels. You would probably need to unloom the harness to check for shorts, with a visual inspection of the wires.

Was it plugged in with the 411 swap as well? There's some special considerations with the EGR, it doesn't just pin in and go. You either have to cut and splice or leave it unplugged/turned off.

I'm thinking a slight short or missed ground but don't worry I will be verifying every wire at the pcm Friday.
The egr is off on the 0411 I think. No matter though as it is hooked up to black box in the stock configuration.

What voltage scale is your multimeter set to?

On mine, "OL" means "Over Limit", the voltage reading is too high for the meter setting.

An open circuit would have zero voltage.

If you turn the EGR off in the tune, but leave it plugged in, and don't do the cut and splice I generically referred to you will have a truck with lots of misfires with the 411.

If/when I put the 0411 back in I'll keep that in mind.
Will not be till I get this wiring and misfire figured out.

Ah ok. Like I said I'm not a wiring guy.
It did say OL.
Wonder why the voltage goes up with rpm other then the alternator voltage slightly raising. Odd

Just looking at the pin out sheet it looks like there is a easy mistake to make at 2 pins.
AC Compressor Clutch Relay Control. C3 pin 1. Dark Green/White
Purge Canister Solenoid. C3 pin 2. Dark Green/White
