Some repair shops in colder climates burn waste oil in their heaters. They'll take your used oil.
I can get rid of it at O'Reilly's, I just have to get it there. That's one of the the things that I wanted to do with a pickup so as not to get the back of the Burb dirty....then my pickup remembered it was a Ford. I can't complain too much; it was cheap. But I think that my former boss didn't know how bad it was....

My local walmart has a small dumpster outside, for filters, by the tire center. I don't know if I've ever actually dropped any off, Though.
Wild Guess with no evidence: The "dumpster" is for their use, AFTER the filters have been crushed so the oil is squeezed-out. No one would want to crawl into an oily dumpster to retrieve Customer oil filters to be crushed and then disposed-of.

Maybe I'm a neat freak (of sorts) but my used oil jugs and bags of filters are usually externally clean enough that I have, at times, even put them in the trunk of my 300. I'll stick them in a box or a milk crate to keep them in place so they're not sliding everywhere..

I guess it helps a little if I clarify, the filters sit on the drain pan (the closed-in style with the little lip on it so the filter can have a gap to keep draining) until they quit dripping, then I fold the paper towels up to make a little cradle in the bottom of the filter box, and the filter goes in open-side up, covered with another paper towel. There's never even a hint of oil seepage through the filter box. They go into a plastic sack anyway just to keep them upright, then the sack handles get tied in a knot.

Old oil gets poured back into the jugs using a long funnel that I've cut about half the extended tip off; that way it's easier to stop before over-filling the jug. I hate making a mess in the garage.. it's usually clean enough I can walk around in there barefoot.

I thought of that, but it's right in plain site by the customer door. I've always tossed them in the trash after they hang out in my garage for way too long. I only recently started actually saving them with the intent to recycle. I had a thread awhile back asking how people stored them, for the short term. I ended up putting them in the galvanized bucket I was using for scrap steel.

When I sent Blackstone a sample of my oil (Valvoline VR1 Racing 10w-30 conv) it had 3,720 miles on it. It started with a TBN of 8.0. After the miles put on it it had only dropped to 6.2. Anything above 1 is good to go. Also using a Mobil 1 Extended Perf. filter

No reason any decent oil today cannot go at min 10k miles.

In a feedback fuel injected engine attached to an overdrive transmission...sure.

In some dirtball rat-rod that blubbers at idle because the idle mixture screws haven't been adjusted in two years, and the float is sinking...not so much.

I toss my drained as much as gravity allows filters in the shop woodstove. then scrap what's left.

I also use the biggest filters I can fit.
