Is your rear driveshaft getting refinished as well? If so, consider a 6’ piece of pvc, soak that first, then front. Of course you could soak either in order.
Edit: not sure if 4” is big enough, maybe 6”.

I’ve never had one balanced. Seems like they would bring it down to bare metal or apparently they just incorporate chunks of rust as part of the balance. Unless you clean it up first.
A good driveshaft shop will clean it and charge you for the time. Clean it yourself, but wait to paint it afterwards.

Would hope so, I wouldn’t trust a rust encased driveshaft as “balanced”. Probably not as much of an issue in Texas.
