Windshield washer slow

When I turn on the washer the wipers start moving before the fluid comes out, like one whole sweep. I feel it will scratch the glass. Is that normal?

Yes it's normal. It'll only scratch the glass if there's something stuck between the wiper and windshield.

Is there a way to eliminate the pulsed washer fluid? That drives me nuts! haha My nozzles to quite spray right and having a continuous stream would be kind of nice.
