Can hard plastic like this be repaired? Can I use a water proof sealant of some kind that will hold up? Its a narrow crack on the side of the tank and I cant find a replacement tank. Anyone run into this issue before?

I would try it. When I added a second pump to mine, I drilled a hole and added a nipple fitting. I sealed it up with some super glue gel. No leak yet, I did that about 3 months ago.

Cole - its on the side of the black plastic tank near the bottom. Not a "hole", just a crack so the RTV will most likely do the trick!

The alcohol in the washer fluid won't attack the RTV? I have never tried it. I have used plastic 2 part epoxy and it worked, But never RTV.

scuff it up and jb weld it, works great on everything from gas tanks to radiators.

Just saw some plastic bondo sealer the other day at carquest it was like 8 bucks i would try that, or epoxy, you can always pluck one from your local pick a part too
