Glue rear bumper cover?

I scored a really nice rear bumper for my 96 today, only issue is that the last clips on each side of the top rubber are broken. I was considering roughing the surfaces and using some jbweld to secure it, letting it push thru the original holes like a rivet. I'm not sure how it will bond to the rubber though. Any thoughts?

I usually use a dab of window urethane and tape it down until it dries on stuff like that. Clean with alcohol or thinner.

X2 on the window urethane. Get it cleaned up and stop at a glass shop and they will probably put a shot on there for you.
