If the bolts you got aren't 4-5/16" then they're the wrong ones for the mini. Generally the larger starters have a 4-5/8" bolt.
The correct starter bolt for any given starter will have about half or more of the crosshatch area engaged in the starter body, and a bit of it exposed to go into the hole in the block. This helps tighten up the fit and with that said the bolt should have a very slight interference fit in the starter body, not just flop around in there.
Here's an example of the correct 4-5/16" bolt in a mini-starter and how the crosshatch positions:
Wrong bolts or using washers, spacers, etc. to shorten the bolt up will result in serious damage sooner or later. Broken starter nose cone, broken bolts, cracked bolt holes in the block.
