I'm not sure what you mean by bumper cover. Our trucks don't use what I'd call a bumper cover. The metal is supposed to be exposed except for possibly trim pieces. Newer trucks have bumpers more like cars and use a plastic cover (called a fascia) over structural internals.

Technically is called step pad and that one also has the higher trim level customary garnish moldings albeit not the top level garnish moldings with the chrome strips in them. lol
I never even noticed that some trim doesn’t have the chrome strip. The bumpers didn’t have it, did they? Mine doesn’t, might look funny if it did.
