I believe it's the stepper motor..but they seem to be like chicken lips to find!

My 99 burb does this to, the fuel needle vibrate's like a mad man.

Yep. If the needle is just kinda 'jumpy'...as in...goes from half, to full, to quarter, back to half...etc..usually that's the sender (the little fingers wear off the float pickup tabs).
If it's vibrating like a hummingbird....it's the gauge.

well it vibrates like a humming bird but after about half a tank it like to jump from 1/4 to half and so on.

i changed my pump and sending unit, and it still moves with the sloshing of the gas. It will move up to a 1/4 of movement.

if its the motor in the cluster then its just to change but id take it apart and check all the leads going to the gauge
