I'm really surprised they kept that on as it's more for carbureted engines that need warm air to open the choke quicker. I removed mine completely when i installed a CAI. Truck runs no different without it.

It’s roughly half open, I have seen it shut completely beforeThat’s not open at all that’s the “shut” position. Just wire it open and leave it so it’s not restricting your airflow in. No harm.
They did serve a purpose (supposedly) to help the engine warm up faster on cold start and get off the closed loop computer programming. The effect is very little but I suppose it was enough at the time to help satisfy the epa and their requirements.
