What is this wire for?

I have a white with a blue tracer coming out of the white connector on the pcm. It is cut and overlapped taped together (not connected together)
What is the wire for and why would someone cut it?

Sorry 1997 Chevy 5.7 vortec Looking from the fender it is top connector toward the windshield
