no vortec block is drilled, some tbi are drilled but most not.

Not true, my 97 L31 was drilled and ready for mechanical fuel pump, when i unbolted the block off plate. it needed a pushrod and probably a new cam with a lobe. Unless your claiming the factory used "leftover" TBI blocks from '95 and slapped Vortec heads on them. Keep in mind this isnt the only L31 that ive spotted with fuel pump provision.
