Screws behind fender in front of cowl?

Doe anyone know what these screws are for? Replacing the front fender and door and noticed some deteriorated rubber debris falling out from the lower cowl area when I removed the fender and these screws left. Some kind of weather shield? Just curious about it thanks.

Not the best pic but yes, there was a rubbery/foam shield that runs from top to bottom of the side of the cowl on both sides. I think it's just to reduce any possible wind noise or maybe engine noise. It takes up the gap between the shape of the cab cowl and the fender. Missing/deteriorated already from a lot of trucks by now.
