I’ve got a 1st gen 400 sbc short block and am wondering if the TBI heads, intake and throttle body off the existing 350 motor would flow enough, assuming RPMs (operating range) were 4K and below.

You'll need a different flywheel/flexplate to suit the 2-piece rear main seal style crankshaft bolt circle.

Drill the six "steam holes" in each of the heads. If you use the TBI stock intake, be sure to use the TBI stock intake gasket set.

You'll almost certainly have to go to larger injectors, higher fuel pressure, and custom computer tuning. Consider a 454 TBI, or the old Holley replacement TBI unit.

You'd be best-off to rebalance the engine so the damper on the front can be neutral-balanced. Then you'd use the TBI balancer and timing cover so the timing marks work like stock. Otherwise, you'll need the 400 damper and 400 timing cover, and "good luck" finding the timing marks with a timing light.
