Rear brakes stuck on. HELP

So I just bought a 1998 C1500 4.3. The guy said the e brake is stuck on and the truck doesn't move, but I can't see the e brake stopping the truck from moving at all. Trans goes into gear I can feel it engaging, but when I hit the gas it just torques up like I'm holding the brake at the same time. I've tried rocking it in reverse and drive but I don't want to be too hard on it. I've heard that it could be a stuck proportioning valve. Would anyone know how I would be able to check if that is the issue?

Crack the bleeder on the rear wheel cylinders and try that. Could be alot of things ,rear brake hose,wheel cylinders or axle seals soaked the rear brake shoes with fluid are a few .

Jack up the rear axle, see if the wheels turn??? Same in front.
