Inspection nightmare, frame rot help appreciated

Hello fellas,

I am in Ontario and just failed an inspection. Below is a picture of why.

This is a picture of my rear crossmember and spare tire mount. The small skinny spare tire mount is completely rusted and broken On one end. The crossmember itself Is being eaten from the top.

Does anyone have any experience with replacing this part, or where I can get a replacement? I doubt it's a part that is still manufactured and a donor truck might be needed.

I spoke with the inspection shop and they informed me that it is not only bolted, but riveted in aswell, is there any truth to this?

I am, by law (MTO), not allowed to weld anything to the frame. It must be bolted.

Tips appreciated! If It is easily removable, the next step would be finding which body styles and cab styles will fit.

The back one is bolted in. The main big one is riveted in. You could replace it with steel square tube

Or find a truck with the bed off and cut the rivets out of it with a torch. Replace the rivets with bolts.

IMO the spare tire carrier doesn't appear to be a critical piece to the structural integrity of the frame. How could they fail you on that?

The cross member that the spare tire winch is mounted on is a CRITICAL part of the frame. the little bars that hold the spare tire still (the one thats are rusted completly in two) bolt on and are of no structural integrety.

5 is structural, 1 and 2 are not. they just keep the spare tire from teeter-tottering up against the bed on the front/rear. 1 and 2 are bolted in, 5 is riveted and will warrant bed removal to get it out.
