If it is squealing (as mine is) it is most likely the motor bearings are shot and it is dragging. If you replace the resistor and the motor is dragging it will overheat the resistor and blow it again although you may have all the speeds for a short while. If it is noisy it is time to pull the blower out and replace the motor, then do the resistor while you are in there. Needless to say it would be good to clean out the heater core while you are at it (lots of directions here and on YouTube) . Good thing to have done before hot weather appears.
