Yes. 98-00 driver side fenders are shorter. In 98 the short bed dually came to be and they all got the shorter fenders on the driver's side. It was shortened to clear the gas cap.

I imagine if you did, you'd have a bunch of exposed holes in your bed from the original fender's mounts, but can't say for sure as I've never tried.

I’ll find out this evening. Just picked up a new fender for $100. I’ll weld the holes up if needed.
