Code 22 only when its cold out 350 tbi

I had this problem for a little while last winter but i just delt with it. Now, its doing it again this winter season ans it seems more frequent. I start the truck up in the morning and it idles around 1500 and then will surge up and down a few times and then set a code 22. (low tps voltage). Sometimes the idle will be bad but the light wont come on and other times it comes on about 3 seconds after starting the truck on a cold start. The light will not come on while driving.

Does outside temp effect the TPS? id hate to change it and it not fix the problem so could it possibly be something else.

pretty easy to test it with a meter and know for sure
