Ashtray light help

So I'm trying to fix just about anything that Ideals with having to take off the knee panel and right now my ashtray light is not working. The cigarette outlets are working. Where would I check to see why it's not working. And when I was checking it my interior lights started to flicker all of a sudden.
And my truck is a 97
